"the governor broke no ethics rules"
Of course not, since Ethics is not a Rule-Driven Calculus.
The function of Ethics is to craft the best practice.
And as anyone born more recently than Hammurabi knows, rule-driven systems are inherently dysfunctional and inherently unethical.
Ethics are also subject to a wide variety of definitions and understandings. My moral wrong, regretted for the rest of my life, might be your idea of a groovy Tuesday night.
I'm especially attracted to the work of Lawrence Kohlberg and Carol Gilligan.
Kohlberg proposed a 6-stage 'ladder' of moral development from childhood through maturity.
Gilligan went a step further than Kohlberg with her concept of the Ethics of Care.
