You know, I thought about that last night. I didn't have a choice as I was sent here for my job, but I don't know if it is still in effect. The flag is no longer flying over the courthouse, but it is still flying on the grounds. There is a memorial for the confederate dead and the flag is flying over it. I am sure it is there as some compromise.
Interestingly, around 50 feet away, there is a monument to African American history in South Carolina. This memorial looks pretty new. It loses a lot of impact when you see the stars and bars flying in the distance.

A ha. I guess the NAACP never agreed to the compromise and is still boycotting SC.
