According to a recent piece by PBS Senior Analyst, Daniel Schorr, Nixon was told by his legal advisers that he could legally pardon himself. In the end, he let his friend, Gerry Ford, do the honors.

It is not unreasonable to expect Dubya to issue a blanket pardon that covers everyone in his administration (including himself) sometime during his dying days in office.
