Iraqis must improve care of prisoners, U.S. says
BAGHDAD, Iraq (AP) -- The U.S. military will not hand over jails or individual detainees to Iraqi authorities until they demonstrate higher standards of care, an American official said Sunday, two weeks after the discovery of 120 abused Iraqi prisoners.
Lt. Col. Barry Johnson said detention facilities in Iraq will be transferred over time to Iraqi officials but they must first show that the rights of detainees are safeguarded and that international law on the treatment of prisoners is being followed.

Bill Clinton, at the height of his difficulties, quipped that the White House was the Crown Jewel of the US Prison System.
The Prison-Industrial Complex may well be the enduring scandal of our age, comparable to the shameful scandal of Slavery two centuries ago.
During the Watergate era, Nixon's Attorney General John Mitchell opined, "Stonewalling doth not misprision make."
He was referring to an obscure statute called Misprision of Felony, in which a government official procures and sanctions an unlawful act by a subordinate agent.
Our government has been secretly outsourcing a lot of felonious practices in the name of the War on Terror.
Methinks it's time to start up a new religion to counterbalance the fascistic tendencies of the Christian Right.
I propose we call the new religion "Oy Vey's Witnesses."
I think this following introduction would be appropriate:
